Kenya - Technical Assistance to the administrative and financial management of the African Union Mission in Somalia (AMISOM) - Nairobi

Profile required (education, experience, references and category as appropriate)
Absolutely required:
- Relevant university degree or equivalent professional training
- At least 10 years of relevant professional experience in the area of financial
management, preferably within public institutions and/or international organisations
- At least 5 years of experience in accounting (including i.e. creating accounting
mechanisms and migrating accounts);
- Full proficiency in the use of SAP (Systems Applications and Products in Data
Processing) and Integrated Management Information System (IMIS);
- Experience in auditing and/or internal control and/or risk assessment
- Sound experience in training, capacity development and/or consultancy, including
training of finance staff;
- Excellent spoken and written English;
- Medical fitness for duty in the country of assignment.

Desirable
- Certification as public accountant, and, preferably, as internal auditor (Certified
Government Auditing Professional® - CGAP - a major asset)
- Advanced training (i.e. Master/Diploma) in International Accounting Standards (IAS)
and International Financial Reporting Standards (IFRS)
- Experience in peace support operations (i.e. practices; procedures; finances; logistics;
shipping and customs; contingent own equipment procedures and finances; troop
allowances);
- Knowledge of and/or experience with the African Union organisation; procurement;
administrative procedures and rules
- Familiarity with European Commission contract procedures, especially with European
Development Fund financed projects and programmes
- Familiarity with the United Nations system
- Very strong sense of diplomacy; cultural sensitivity; capacity to work in a
multicultural environment
- Field experience, especially in the Horn of Africa

LOCATION AND DURATION

Starting period
The mission should commence as soon as possible and not later than 15 calendar days after
the Contract's signature.

Foreseen finishing period or duration
The mission should last a maximum of 7 months

Location(s) of assignment
· The expert will be based at AMISOM Headquarters in Nairobi (Kenya).
· One day pre-assignment briefing with the European Commission in Brussels should
be envisaged
· Three (3) trips to the African Union Commission headquarters in Addis Ababa
(Ethiopia) of 4 days each should be envisaged
· If security conditions allow so, a one day mission to Force Headquarters in Mogadishu
can be organised, in coordination with the SRCC and AMISOM Head of Finance and
Accounting,

Global objective
The assignment of the financial management expert should take place within the overall
framework of capacity development of the AUC in the area of Peace and Security.

Specific objective(s)
The purpose of the assignment is to:
· Provide real-time financial monitoring of the APF contribution to the AMISOM
operation in Nairobi and, if security conditions allow, through missions to Mogadishu.
This measure will assist the AU in its ongoing monitoring of operations and facilitate
early detection of possible financial/administrative deficiencies.
· Support the work of AMISOM Nairobi in the preparation of AMISOM 2011 budget
· Support the establishment and correct use of sound financial management systems
and procedures for EU and other donors' funds
· Assist the AMISOM Nairobi office in the drafting the financial Reports
· Provide support and advice on financial management. This measure should be fully
compatible with the € 55 million EC-financed support programme to the AU, which is
currently being implemented, as well as with other related APF-financial operations.
· Provide advice and support on collaboration with the United Nations in the
perspective of a UN takeover of AMISOM

Requested services, including suggested methodology
The financial management expert will work closely with AMISOM Head of Finance and
Accounting, under the supervision of the Special Representative of the African Union
Commission Chairperson for Somalia (SRCC), and in collaboration with the Director of
Programming, Budgeting, Finance and Accounting Department (PBFA) and the Office of the
AU Deputy Chairperson.

The financial management expert will:
· Provide real-time monitoring of the implementation of the € 47 million contribution
to finance AMISOM (and the closure and reporting on the € 60 million CA, if
needed)
· Provide advice to the AMISOM Head of Finance and Accounting on financial
management - including policy; outsourcing; planning; organisation; staffing;
reporting; auditing; control.
· Assist the AMISOM Head of Finance and Accounting in the implementation of
measures determined at the AMIS lessons learned workshop held in Ethiopia in
February 2009 and in the application of the AU/EU 2009 "Aide-Memoire"
· Assist the AMISOM Head of Finance and Accounting in exchanging information with
AMISOM Headquarters, the AUC PSD Finance Unit, SPMU, UNSOA and the EC
· Assist the AMISOM Head of Finance and Accounting in training finance staff in
Nairobi on relevant financial management matters, as needed
· Assist AMISOM Head of Finance and Accounting in co-ordinating budget calculation
exercises; finance staff; asset management; financial information flow; bank
reconciliation; cash flow forecasting; cash counting; asset accounting and expenditure
verification
· Assist the AMISOM Head of Finance and Accounting in the implementation of the
AU risk management policy (once established), support these measures and assist in
performing risk assessments
· Assist the AMISOM Head of Finance and Accounting in the preparation of financial
reports for the operation
· In consultation with the Head of Finance and Accounting, produce regular reports for
matters requiring attention for the financial management

Required outputs
At the end of the mission it is expected that:
· Financial and administrative management of the € 47 million APF contribution to
AMISOM is significantly improved
· Substantial Input is provided to the AMISOM finance unit on financial management
· The Nairobi based finance staff of the mission have received professional advice,
training and support on relevant financial management issues
· Communication amongst stakeholders is improved, particularly between AMISOM
Headquarters, AUC Headquarters, EC and UN
