Qualifications and skills:
- Postgraduate degree in Social Sciences, International Trade, Public Policy, Strategic Planning, Project Management or, a related field or a combination of experience and
qualification;
- Excellent communication and presentation skills, the ability to develop effective working relationships;
- Fluent in oral and written English;
- Ability to work in a team environment and to work independently with minimum supervision;
- Proficient in the use of Microsoft Office Suite (Project Management, Word, Excel, Access, Power point)

General professional experience:
- Different monitoring and evaluation systems, performance management frameworks and results based management, impact assessments of programs and projects;
- Conducting socio-economic research and analysis;
- Techniques of strategic planning, program and project development and the principles and practices of public policy planning;
- Experienced in developing and conducting training programs;
- Knowledge of Public Sector protocols will be an asset.

Specific professional experience:
- Principles, practices and methodologies of monitoring and evaluation systems;
- Experience in establishing effective monitoring and evaluation systems for programs and projects and identifying obstacles that impede the implementation of the system;
recommending solutions;
- Experience in evaluating private sector development policies;
- Experience in cooperation frameworks between the
government and the private sector, civil society and academia;
- Solid understanding of EC procedures and budget support methodology;
- Experience of evaluation systems in a transition economy similar to T&T.
