3.2 Profile required (education, experience, references and category as appropriate)
Education
- Master’s degree or in Economics, Finance or Business Administration or other relevant subject area
General Professional experience
- The expert must have at least three (3) years of work experience in the area of development at the planning, management or implementation level.
Specific Professional experience
- Good knowledge of institutional building, preferably in ACP countries, would be important as the technical assistance would be required to assist in the articulation and drafting of programmes, terms of reference, identification of assistance needs, etc.
- Previous experience of advising high level policy or regulatory bodies, particularly experience with working with government ministries, is essential.
- Prior experience in managing framework technical assistance projects is required,
- Knowledge and experience in working with EC procedures is essential
- A good knowledge of, and experience in the use of project cycle management processes is essential
- Have good communication skills
- Knowledge of the Kenyan context is required, knowledge of Swahili is considered an advantage
- Written and oral fluency in the English language is essential.
4. LOCATION AND DURATION
4.1 Starting period
Indicative start date is 15th August 2010
4.2 Foreseen finishing period or duration
The contract will run from 15th August to 31 July 2010 with 215 working days of input.
As this is a long term assignment, we recommend framework contractors to reduce applicable fees.
4.1 Location of assignment
The expert will be based at the office of the NAO in Nairobi, with occasional visits to the field within Kenya.
2.1 Global objective
The overall objective is the efficient and effective implementation of EU funded programmes and projects in accordance with the objectives as set out in the CSP.
The project purpose is the identification and implementation of actions under the NIP and other EDF funds together with improved awareness among key actors in Kenya, including NSAs, of general development and trade issues and of EU policies in these areas by means of training for beneficiaries in Kenya.
2.2 Specific objective(s)
The objectives of this contract are as follows:
• Improvement of the performance of the National Authorising Officer’s office, being part of the External Resources Department of the Ministry of Finance, and related line ministries, public and semi-public agencies as well as Non State Actors involved in EU assistance in Kenya.
• Effective implementation of EU funded programmes and projects mentioned in the National Indicative Programme and others (including EC budget line support to Non State Actors and Local Authorities).
2.3 Requested services
The expert will be asked to:
- Provide technical assistance to the NAO to ensure it meets its core functions, the expert will provide general and specific ad hoc technical expertise for technical assistance in consolidating the NAO's network with the Line Ministries, in engaging with other donors and key stakeholders to ensure the smooth implementation of EU funded initiatives. Services will have to be designed as a follow-up of what has already been done in the past, notably under the 9th EDF Technical Cooperation Facility.
- Prepare and participate in the monthly bilateral meetings between the NAO office and the EU Delegation. The TA must submit concrete proposals and follow-up actions to be taken, by whom and in what time frame, to ensure the smooth running of EU funded programmes at these meetings.
- The assignment will also involve ongoing work sessions and mentoring with civil servants of key line ministries and other organisations funded by EDF/EU budget line at those moments that assistance is required (on the job training) for understanding of e.g. EDF rules, application of guidelines and templates, preparing tenders, organising tender evaluations, preparing Programme Estimates, reporting, financial and administrative closure of projects etc.
- Assist the NAO in implementing the 10th EDF TSP programme, this will include notably preparing, launching and processing the restricted international tender dossier for the recruitment of the long term TA(s)
2.4 Required outputs
The results to be achieved by the consultant reflect those expected from the Technical Support Facility. The Short Term TA will assist the NAO in management and implementation of entire Technical Support Programme. Specific results expected from the consultant include;
Result 1 – Conclusion of Annual Action Plan 2010 and Preparation of Annual Action Plan 2011: The TA will assist in the preparation or conclusion of the above Annual Action Plans (AAPs), specifically being the resource person for the office of the NAO on the teams selected to draft the various Action Fiches. For AAP 2010 this will involve finalisation of the Action Fiche for the Kenya Rural Development Programme, while for AAP 2011 there will be finalisation of the Action Fiches for Infrastructure and Trade and Private Sector Development, and General Budget Support.
Result 2 – Operationalisation of the 10th EDF TSP: Provide support for the operationalisation of the 10th EDF Technical Support Programme to the National Authorising Officer (NAO). This will include: (i) tender preparation and drafting of ToRs for specific TA's including the Long term TA (ii) preparation and assistance in the implementation of Programme Estimates under NAO responsibility, if such option is retained and (iii) elaboration of a mechanism for management of the Conferences and Seminars Facility (iv) coordination of workshops and related training needs assessment to be implemented.
Result 3 – Implementation of programmes and projects under the AAP 2009 and 2010 commenced: The TA will assist in the NAO and the relevant line ministries and implementing agencies in ensuring that programmes and projects planned under the signed Financing Agreements are commenced within the scheduled time-frames.
Result 4 – Conclusion of Joint contribution agreement for the Aid Effectiveness Support Group: The TA will assist the NAO to conclude and manage the Joint Contribution Agreement or any other arrangement agreed upon and entered into by the NAO to support the Aid Effectiveness Support Group.
