• Senior expert (27 working days):
Qualifications and skills:
- At least medical doctor and master degree of public health; result oriented;
- Perfect command of English and reporting skills;
- Ability to analyze and report on complex situation;
- Good presentation skills

General professional experience:
- At least 10 years of experience in the health sector; at least 5 years of experience in conducting review (i.e. mid-term review; final review) of development projects;
- Experience with EC-financed development projects;
- Experience in health sector reforms and primary health care in developing countries;
- Experience with institutional issues of project management;
- Leadership skills with the ability to motivate others;
- Already proven success in similar missions.

Specific experience:
- Experience in health sector analysis;
- Previous works in Vietnam and good reputation to Vietnamese health institutions are clear advantages.
Junior* 2 • Junior expert 1 (22 working days):
Qualifications and skills:
- At least master degree in social or health sciences;
- Perfect command of English; good reporting skills;
- Ability to analyze and report on complex situations;
- Good presentation skills.

General professional experience:
- At least 3 years of experience in project M&E, preferably in the health sector;
- Good knowledge & experience in logframe techniques;
- Working experience in the health sector in Vietnam;
Already proven success in previous similar M&E missions.

Specific experience:
- Experience in database management and analysis related to health indicators;
- Good reputation to Vietnamese health institutions are advantages.



• Junior expert 21 (22 working days):
Qualifications and skills:
- At least a bachelor degree in health economics;
- Perfect command of English and good reporting skills;
- Good presentation skills.

General professional experience:
- At least 3 years of experience in health insurance;
- Good knowledge of Vietnam Social Security system and its implementation arrangements at different levels;
- Working experience in the health sector or health insurance in Vietnam;
- Already proven success in previous similar missions.

Specific experience:
- Experience in provider-payment reform and good reputation to Vietnamese health institutions or insurance agencies are advantages

The team will be composed of three experts supported by an interpreter, if needed.
• Senior public health expert (team leader)
• Junior monitoring and evaluation specialist
• Junior health economist/insurance specialist

The experts will work as a team for the total duration of the mission fixed at 5 weeks, with an input of 20 working days (+ 2 travel days) for each of the junior experts and 25 working days (+2 travel days) for the senior expert. The interpreter might be required for the duration of the senior expert in Vietnam (up to 25 working days).

The global objective is “to assess project implementation and performance to see if the project is being on-track for the achievement of agreed goal and objectives”

The specific objective of this mission is to conduct a mid-term review (MTR) of HEMA project implementation and performance at different levels. The Consultants will review the progress against logframe indicators and highlight bottleneck that may prevent the project to reach its agreed objectives. In doing so, the Consultants will pay specific attention to the management aspect of the project and analyze the managerial issues which cause delays, inefficiency, and ineffectiveness in project implementation. Based on the findings, the Consultants will review the AWP-2011, looking at effectiveness and sustainability aspects, and will propose necessary adjustments, if any.

The working language of the mission will be English.

The mission is expected to start in Vietnam from 1 March 2011.
