Swaziland - Mid-term Evaluation of the Competitiveness and Trade Support Programme

Expert A: 20 working days
Expert B: 15 working days

The evaluation team will be composed of two senior experts with the following profiles and qualifications:

Common features:
- A post graduate qualification in the fields of Economics, International Trade or other relevant discipline;
- A solid and diversified experience in the field of macroeconomic policy, regional and international trade agreements,
- Experience in evaluation of projects;
At least 10 years' experience. Preference will be given to specific experience in sub-Saharan Africa.
- Fully working knowledge of English and excellent report writing skills;
- Fully conversant with the principles and working methods of project cycle management and EC aid delivery methods.

Additional features:
- At least 1 of the experts proposed should have solid knowledge and practical experience in trade reforms, trade policies (formulation, negotiation and implementation) and trade agreements' negotiations.
- At least 1 of the experts should have experience with market and product development.

The composition of the team of experts should be balanced to enable complete coverage of the different aspects of project evaluation (evaluation methods and techniques) as set out in these terms of reference, including cross-cutting issues (environmental sustainability, gender equity, good governance and human rights).

Overall objective: To contribute to GDP growth and poverty alleviation and to increase pro-poor economic integration and participation by Swaziland in the international trading system.

Specific purpose: To enhance capacity in Swaziland to formulate, negotiate and implement trade policies that are inclusive and pro-poor, by relieving some supply-side constraints which impact directly on the country's ability to exploit its international trading interest and potential.

Location and duration:
The project will take place in Mbabane, Swaziland. Expert A will work a total of 20 working days, Expert B will work a total of 15 working days.
The project will take place from Octobr 2010 to December 2011.
