Expert 1: senior expert, team leader, economist/ project planner & analyst; (58 working days)
- with a strong understanding of AU politics and dynamics,
- university education,
- extensive and relevant experience minimum 10 years,
- including detailed design/ feasibility studies implementation and evaluation of projects;
- well-versed in project evaluation techniques;
- international experience.

Expert 2: senior expert; (44 working days)
- university education,
- high profile in institutional capacity building,
- minimum 10 years of relevant working experience, including in project evaluation.

Expert 3: junior expert; (42 working days)
- university education,
- experience with regional integration,
- minimum 3 years of relevant working experience, including project implementation.

Common features:
- a solid and diversified experience in their specific field of expertise, including experience in project management and evaluation of projects and EDF/EC experience (for at least 1 of the experts, including the Team Leader),
- knowledge of the Joint Africa-EU Strategy and EC-AUC dialogue (at least 1 expert),
- experience in Africa, and preferably with AUC,
- full working knowledge of English, and of French and excellent report writing in English,
- fully conversant with the principles and working methods of project cycle management, previous experience in the evaluation of budget support programmes/contribution agreements will be an advantage.
