Pakistan - Identification Mission – Public Financial Management in Pakistan

Two (2) experts are requested to carry out this assignment
- One expert (Senior) for 30 working days maximum.
- One expert (Junior) for 30 working days maximum.

When forming the team, the Consultant is expected to take into account the requirements below as well as the capacity of the team to perform qualified assessment in each of the listed areas.


Key Expert 1: Team Leader - Public Finance Management Expert
Qualifications, skills and general professional experience
- The expert should hold a full University degree in Economics, Finance, Accounting, Public Policy and Management or related field and/or a minimum of 10 years professional experience in the area of public financial management.
- Full working knowledge of English and excellent report writing and good communications skills, adaptability and social awareness

Specific professional experience
- Proven previous experience in Public Finance Management, Public Sector Reforms and institutional strengthening and capacity development reforms for a period of at least 10 years in developing countries.
- Experience in working with high level ministerial staff and experience as a team leader.
- Experience in EU project cycle management would be an asset.
- Working language(s): The working language is English.


Key Expert 2: Junior Public Financial Management Expert

Qualifications, skills and general professional experience
- The expert should hold a full University degree in Economics, Finance, Accounting, Public Policy and Management or related field and/or a minimum of 3 years professional experience in the area of public financial management.
- Full working knowledge of English and excellent report writing and good communications skills, adaptability and social awareness.

Specific professional experience- Minimum 3 years professional experience in PFM reforms implementation; working experience in Pakistan. Experience in countries with similar PFM environment would be an advantage.
- Working language(s): The working language is English.

LOCATION AND DURATION

Starting period
Commencement date for the Identification Mission: The exact date of the Identification Mission will be decided by the Delegation and communicated to the selected team of experts
once all arrangements have been done. It is advised that the experts should be ready to carry out this mission from September 2010.
The overall input for the assignment is estimated at 60 working days (30 days per expert) over a 5 month period.

Duration and foreseen finishing date
The duration of this Identification Mission will be a maximum of one month. The Identification Mission is expected to be launched in fall 2010.

Location of the Assignment
The location of the assignment will be Pakistan. Most of the stakeholders reside in Islamabad. Travel is likely to be needed to meet stakeholders in Punjab and Sindh. For stakeholders in Balochistan and Khyber Pakhtunkhwa, the Delegation will try to set up meetings in Islamabad as travel to these areas is restricted for security reasons. Intra-city travels as well as other local travel around the country (possibly by plane or other means of transport) are considered to be included in the global budget submitted by contractors.

2.1 Global objective
The overall objective will be to support the Government of Pakistan and EU Delegation in the identification stage for an EU support programme to improve Public Financial Management in Pakistan.

2.2 Specific objective
The specific objective of these Terms of Reference is to conduct an Identification Mission in accordance with EU rules and project cycle management.

2.3 Requested services
All services will be done in consultation and with the collaboration of the Delegation of the European Union in Pakistan. The Delegation may require modifications in any of the tasks identified in these Terms of Reference or propose new related services on the initiative of the Delegation or the selected team of experts during the implementation of the IdentificationMission.

General requested services
- To identify project ideas that are consistent with partner and EC development priorities and to assess the relevance and likely feasibility of these project ideas.
- To examine the needs and requirements of the Government of Pakistan and the Provincial Governments as well as other institutions and organizations (for example, local level governments) with regards to the cooperation in the area of public financial management.
- To examine capacity building and technical assistance needs of the Government of Pakistan and other stakeholders taking into account official guidance and tools of the European Commission, including an institutional capacity assessment.
- To identify policy dialogue arrangements necessary for the implementation of any project or programme on PFM cooperation.
- To examine the coordination of development partners in Pakistan with regards to cooperation in the area of public financial management as well as the use of harmonized procedures. It is important to analyse the compliance with the main principles laid down in the Paris Declaration and AAA with regards public financial management.
- To examine, take stock and build upon the Diagnostic Study of Public Finance Management carried out by the European Commission in 2004.
- To take stock of progress and results of PFM components in the "Sindh Education Plan - Support Programme (SEP-SP)", the Khyber Pakhtunkhwa Education Sector Reform Programme and the study on Supporting Rural Development and Natural Resources Management in Khyber Pakhtunkhwa and Balochistan.
- To examine the involvement of Pakistani civil society (including civil society organizations) and the private sector in public financial management issues.
- To ensure that the European Commission Quality Management System is being taking into account all through the Identification Mission by using the quality checklists provided in the website of the Quality Support Groups.
- To provide an analysis of cross-cutting issues, in particular the environmental, poverty, gender, human rights and governance aspects. Existing guidance of the European Commission should be taken into account (See annex on Cross-cutting issues guidance).
- To analyse cross-cutting issues with other donors and to reach consensus on their relative importance, on how to mainstream them into the proposed project and how to develop positive measures.
- To analyse whether gender equality policies are being sufficiently promoted and to include the promotion of equality between women and men in any action undertaken by the European Commission.
- To ensure that climate change and environmental concerns are taken into and to identify possible areas where some kind of action is required.

Specific requested services for Identification Mission:
- assessment of policy and programming framework;
- stakeholder analysis, including institutional capacity assessment;
- problem analysis, including scoping of crosscutting issues (e.g. gender, governance, environment);
- assessment of other ongoing and planned initiatives, and assessment of lessons learned (Delegation will provide information on some initiatives. It is the task of the selected team to identify other initiatives different from those provided by the Delegation);
- preliminary objectives and strategy analysis;
- preliminary assessment of resource and cost parameters;
- preliminary assessment of project management, coordination and financing arrangements;
- preliminary assessment of economic/financial, environmental, technical and social sustainability issues;
- reporting as specified in the reporting section.

The selected team should also prepare drafts of all documents necessary for the identification and formulation stages according to the European Project Cycle Management and relevant guidelines.

2.4 Required outputs
The selected team will have carried a complete Identification Mission taking into account all the requested services and information provided in these Terms of Reference, all relevant tools and guidelines from the European Commission, and other international instruments and declarations relevant in the field of public financial management (Paris Declaration, AAA...) as well as the Government of Pakistan policies and documents. They will provide all reports specified in these Terms of Reference in accordance with the instructions provided in the Reporting section.
