3 Senior experts. All experts should be senior experts with more than 10 years experience in their respective fields. The team will need to meet the following requirements:

The team members should have complementary qualifications and as a team offer:
- a solid and diversified experience in the sector concerned, including experience with sector wide approaches and programme identification ( for at least one of the experts),
- experience in Sub-Saharan Africa, and in depth knowledge of health sector in Zambia
- Postgraduate Qualifications in Public Health, Health Economics, Health Policy & Planning or equivalent
- All team members need to have excellent knowledge of English
- excellent report writing and communication skills,
- be fully conversant with the principles and working methods of project cycle management and EC aid delivery methods.

The team should be able to cover the following areas of expertise:
- definition and implementation of health sector policies and strategies
- Sector Wide Approaches/SPSP
- public-private partnerships and contracting strategies
- demand side financing / insurance systems in developing countries / social cash transfers

The composition of the team of experts should be balanced to allow for complete coverage of the different aspects of the programme identification as set out in these terms of reference, including cross-cutting issues (environmental sustainability, gender equity, good governance, and human rights).
