3. EXPERTS PROFILE OR EXPERTISE REQUIRED

3.1. Two Key experts, One Senior and One Junior.
All experts who have a crucial role in implementing the contract are referred to as key experts. The profiles of the key experts for this contract are as follows:

Key expert 1: Team Leader.

This position is for a Senior Expert, who will be engaged for a maximum of 90 days (80 days working with the WRC and 10 days for Report Writing).

The Senior Expert must have a minimum of 10 years experience in international water sector project management and administration in sub-Saharan Africa, preferably with several years of experience in Ghana. S/He will hold at least an M.SC in Water Resources Management or equivalent and shall have experience in the development of IWRM plans both at basin scale and at national level.

He/she shall be fluent in English (level 1 on EU CV Template)

Key Expert 2: Water Resources Planner/Modeller

This position is for a Junior Expert, who will be employed for a maximum of 90 days (80 days working with the WRC and 10 days for Report Writing).

The Junior Expert must have a minimum of 3 years experience in Integrated Water Shed Management in sub-Saharan Africa, preferably with some of experience in West Africa/Ghana. S/He will hold at least a Degree in Integrated Water Resources Management or equivalent and shall have experience in the development of IWRM plans both at basin scale and at national level.

He/she shall be fluent in English (level 1 on EU CV Template)

2.1 Global objectives.
To contribute to the Development of an efficient and effective management system for the sustainable development of Ghana’s water resources to ensure full socio-economic benefits for present and future generations.

2.2 Specific objectives
The specific objectives of this contract are to;
1. Propose a strategy to build the Human Resource Capacity of the WRC to fulfil its mandate.
2. Help facilitate the WRC to develop
a). Two River Basin based IWRM plans.
b). A National IWRM Strategy and Water Efficiency Plan.

2.3 Requested Services.
• Carry out a Training Needs Assessment of the Water Resources Commission and develop, together with the WRC, a realistic training programme to meet these needs.
• Develop a "Decision Support System" (DSS) which will be used as a tool in the selected basins to efficiently and effectively allocate Water Abstraction Permits to applicants.
• Prepare together with the WRC two river basin based IWRM plans. These plans will be developed using the Water Evaluation and Planning System (WEAPS) Model and shall identify actions that will lead to more local based initiatives, whose objectives will be to reverse prevalent catchment degradation trends.
• Work with the WRC to produce a National IWRM strategy and Water Efficiency Plan. These documents will tackle the specific water challenges faced by Ghana and be important sources of information to strengthen Ghana’s position, in a constructive manner, during the negotiations with riparian countries concerning collaboration and sharing of their transboundary water resources

2.4 Required Outputs
a) A Training Programme for Water Resources Commission, etc. This document will identify the training needs of the WRC and provide a tentative cost for training to meet these needs, identify training institutions that can provide quality training to meet these needs, and propose a training timetable. This Training Timetable must be realistic and take into account the current and future work programme of the WRC
b) Decision Support System developed. This system should be functioning in at least one basin at the end of the assignment.
c) Two River Basin Based IWRM Plans. These plans must be, at least, in draft format at the end of the assignment and of a quality where they can be submitted to the relevant stakeholders for validation.
d) National IWRM Strategy and Water Efficiency Plan. The strategy and plan must be, at least, in draft format at the end of the assignment and of a quality where they can be submitted to the relevant stakeholders for validation.
