One Category I Expert – 30 working days
o The individual must possess a degree in economics/statistics, or any other related discipline with post-graduate degree (s) and/or other relevant professional qualification(s) being an advantage.
o The expert must be a macro-economist/statistician with at least ten (10) years international experience in macro-economic policy reforms, poverty reduction strategies, with seven (7) years working in a developing country context.
o At least five (5) years experience in developing performance assessment frameworks for national strategies is required.
The expert must be fluent in English (written and spoken).
4. LOCATION AND DURATION
The overall input for the assignment is estimated at 30 working days over a 3-month period.
Of this total, 21 man-days will be assigned in Dominica, 2 man-days for briefing/debriefing in Barbados, 2 man-days for international travel and a further 5 man-days in the experts’ home country to complete the Final Report. The Expert will be required to work five (5) days per week in the field.
The mobilisation period is suggested at 14 calendar days from the award of contract. The suggested starting date is 30 March 2010. The assignment is envisaged to be completed by 30 June 2010.
2.1 Global objective
The Government of Dominica in collaboration with the EC is preparing its macro-economic budget support operation financed under the 10th EDF which is closely aligned with its National Development Strategy - GSPS. As part of this, it is necessary to develop an assessment framework for monitoring the implementation of the GSPS.
2.2 Specific Objectives:
Prepare a Performance Assessment Framework for the Dominica Growth and Social Protection Strategy and conduct an assessment of the existing Monitoring and Evaluation system. This assignment should include an analysis of the data needed to inform the indicators and their yearly targets.
Analyse the weaknesses identified of the proposed system of performance indicators, with a view to provide recommendations to the Dominica Government,the EC and other donors, on how to:
• simplify the use of outcome and impact indicators within the different programmes and Government reports (by, for example, increasing the coherence and complementarity of different data sources, rationalising the selection of indicators and the definition of the targets, etc); and
• improve the reliability of data collection and foster its timely publication.
2.3 Requested Services:
The consultant will develop a three year performance assessment framework for the Dominica GSPS,assess the efficiency of the existing Monitoring and Evaluation system and-provide recommendations for its improvement.
2.4 Required Outputs
In developing the PAF the consultant will provide the Dominican Government with an overview of the reliability of the data available for the calculation of the proposed indicators. This assessment should include an analysis of:
(1) the relationship between the different systems of data collection (for example, some information systems are based on the collection of routine administrative data, others on specific surveys, etc)
(2) all reports produced as part of the follow up of the GSPS, with a view to identify eventual duplications and incoherencies existing between different follow up systems. In particular, different objectives, coherence of data from different data sources, relevance of the indicators chosen in the different systems, methods and calendar for the collection of data, etc.
(3) the availability and periodicity of data in Dominica from international data sources (such as Demographic and Health Surveys (DHS), Living Standards Measurement study (LSMS), Multiple Indicators Cluster Surveys (MICS), etc), with a view to answer to questions such as: are the methodologies used to collect the different data coherent?, is this data being used (or could it be used) by the sectoral ministries in, for example, their reports of analysis of the sectoral policies of the country's national development and reform policy and strategy ?, are there any surveys that could be used to verify the quality of the data collected by the administrative system?
Moreover, the consultant will propose a selection of indicators coherent with the GSPS objectives and expected results, taking note of the following issues:
(1) the clarity of the indicators' definition, calculation method and baseline for measuring the future progress;
(2) the reliability and timely availability of the data on which the indicators are based;
(3) the extent to which the indicators are gender sensitive and suitable for disaggregation;
(4) the extent to which they are comparable over time and across regions or countries;
(5) the time and cost burden that the calculation of the proposed indicators would require; the preference should be given to indicators already existing and used in the different monitoring systems (line ministries, statistical system, etc); and
(6) the indicator's ability to reflect the achievement of the objectives of Dominica GSPS and their relevance for the monitoring system
The consultants will make recommendations and will propose a working programme for the short, medium, and long term improvement of the Dominica's proposed monitoring and evaluation system. If possible, this working programme should include priorities and targets.
The consultant will provide recommendations leading to a better synchronisation of sectoral reviews, budget cycle and the review of future GSPS in Dominica. These recommendations should help the Dominican Government to define an action plan specific and precise, susceptible of being supported in a coordinated manner by all donors.
