Kenya - Design Study to Support the Aid Effectiveness Secretariat in Kenya Ministry of Finance (Treasury)

To carry out this assignment a senior expert is required with the following profile:

• Hold a Masters degree in a development related field, and have more than 10 years of relevant experience.
• Be conversant with the Paris Declaration and the Accra Agenda for Action, and how the donor community implements these agenda.
• Previous working experience with partner government ministries in charge of aid management is a comparative advantage.
• Demonstrate a significant experience with the design of institutional development projects.
• Good knowledge of the Kenyan context is an advantage
• Good communication and analytical skills.
• The expert must be fluent in written and oral English.

4. Location and Duration

Staring period

Indicative start date is 15th August 2010. The scheduling of the assignment will be determined in discussion with the EU delegation and the AEG at the start of the assignment.

Foreseen finishing period or duration

This consultancy will be of twenty five (25) working days over a period of ninety (90) calendar days.
The consultancy may be split into two periods should the need arise (depending on factors such as scheduling meetings, liaising with the inputs from the consultants working on the KJAS study and so forth).

Location of the assignment

The assignment will take place in Nairobi, Kenya.

Global objective

The overall objective of this assignment is to promote aid effectiveness in Kenya.

Specific Objective

To make recommendations to the AEG pertaining to the establishment of, and donors support to the AES.
Requested Services

The expert will:

• Conduct an institutional analysis of the External Resource Department (ERD), with a view to establishing an Aid Effectiveness Secretariat that would support the aid effectiveness structures in Kenya such as the Sector Working Groups, Aid Effectiveness Group (AEG), and Development Partner Forum (DPF), amongst others, and help deliver an accelerated aid effectiveness agenda. This will entail a medium-term perspective on the sustainability of the secretariat, including sustaining knowledge of aid effectiveness, communications, accounting and financial management, and maintaining a website. It will map the current support by different development partners to ERD either by direct or indirect financial transfers.

• Analyze the implications of a GoK-managed pooled-funding account for the procurement of staff and services for the AES; review development partners’ existing and proposed funding modalities, and summarize development partners' financial commitments to conclude on a procurement procedure and optimal fund management arrangement to be presented at the AEG.

• Establish a procurement dossier and assist ERD with service procurement for the AES (terms of reference, publication, analysis of offers, selection of staff and/or technical assistance, draft contract, office establishment).

• Work in close collaboration with the consultants working on updating the KJAS and ensuring there is no duplication of work but rather the outputs of the assignments complementing each other.

Required Outputs

• Desk study on how to effectively set up the Aid Effectiveness Secretariat (AES) in light of the institutional background and how to effectively coordinate donor funding, including budgets for the AES.
• Procurement dossier (format and detailed specifications to be provided to the expert at the start of the assignment) and support to AEG for the procurement of technical assistance to the AES.
