Ethiopia - APF support to AUC Capacity Building to support Peace Support Operations

Profile required (education, experience, references and category as appropriate)

Absolutely required:
- Relevant university education (Masters degree or higher);
- At least 10 years of relevant professional experience;
- Experience in financial, administrative and human resource management within public
institutions;
- Experience in and/or knowledge of financial and administrative management rules and
procedures of the African Union
- Solid experience in training, capacity development, change management and
consultancy;
- Excellent interpersonal and communication skills;
- Fluent English spoken and written.

Desirable
- Experience in the administrative and financial management of PSOs;
- Familiarity with EC procedures;
- Field experience, especially in the Horn of Africa

LOCATION AND DURATION

Starting period
The mission should commence as soon as possible and not later than 15 calendar days after
the Contract's signature.

Foreseen finishing period or duration
The mission should last a maximum of 8 months

Location(s) of assignment
· The expert will be based at AUC Headquarters in Addis Ababa (Ethiopia)
· One day pre-assignment briefing with Commission's services in Brussels should be
envisaged
· A one-day briefing at the beginning of the assignment and a one-day de-briefing at the
end of the assignment at the EU Delegation to the African Union in Addis Ababa
should be envisaged
· Up to three (3) trips to the AMISOM offices in Nairobi (Kenya) of 4 days each should
be envisaged
· One trip to the AMISOM Force Headquarters in Mogadishu (Somalia) of 2 days
should be envisaged if security conditions allow

The consultant will be located in PSOD, where s/he will closely cooperate with the Head of
PSOD. Moreover, s/he will closely cooperate with all relevant AUC services, such as the
Directorate of AHRD, Directorate of PBFA, the Internal Audit Department, and the IMIS
project manager for AMISOM, and key AMISOM personnel, notably the SRCC, Deputy
SRCC, CAO and HFA.

Whilst recent initiatives taken by the AUC represent a good basis for the development of
AUC capacity to support PSOs, the full implementation of these measures, and the
development of best practice procedures for support of ongoing and future AU-led PSOs,
represents a substantial challenge.

In view of these circumstances, the AUC has identified a requirement for technical assistance
to support the ongoing development of its capacity to support PSOs. The EC intends to
support the AUC through the recruitment of an expert to assist the AUC in this task.

Global objective
The assignment of the expert will take place within the overall framework of capacity
development of the AUC in the area of peace and security.

Specific objective
The purpose of this recruitment is to assist and support the AUC (notably the PSOD) in the
implementation of measures for improved AUC Headquarters’ oversight and support of
PSOs, as detailed above.

Requested services
Under the supervision of the Head of PSOD, the consultant will mainly:
1. Provide high-level assistance to AUC senior management in the design,
implementation and monitoring of ongoing initiatives for improved AUC
Headquarters’ oversight and support of PSOs generally and AMISOM in particular
2. Liaise with all concerned AUC and AMISOM services to develop detailed work plans
based on the AMISOM mission plan, and to ensure a continuous information flow
between these services and AUC senior management on the implementation of these
work plans
3. Provide support and advice to AUC senior management on the identification and
implementation of further actions to address organisational, administrative, human
resources and other issues related to AUC Headquarters oversight and support of
AMISOM
4. Support the Head of PSOD in his liaison with key AMISOM personnel, notably the
Special Representative of the Chairperson of the Commission (SRCC), the Deputy
SRCC, the Chief Administration Officer (CAO) and HFA, and senior UNSOA
personnel.
5. Assist the AUC in identifying and implementing appropriate actions to follow-up on
AMISOM internal and external audit reports, and the reports of other EC-funded
consultants, so as to mitigate the threat of ineligible expenditures and subsequent
recovery notes from partners
6. Support the AUC in the development of guidelines related to all aspects of PSO
activities
7. Support the AUC in setting up a Somalia desk in PSOD for improved coordination
between AUC Headquarters, AMISOM, UNSOA and partners
8. Support the AUC in conducting monthly AMISOM review meetings and in
identifying measures for improving the effectiveness of these meetings
9. Support the AUC in preparing for and conducting an AMISOM lessons learned
workshop
10. Assist the AUC in its coordination with partners with a view to improving the
information flow on AMISOM developments
11. Provide on-the-job-training and capacity building, and assist the AUC in identifying
and formulating future capacity building requirements

Required outputs
At the end of the mission it is expected that:
1. The consultancy will have contributed to significant improvements in AUC
Headquarters’ oversight and support of AMISOM and to improved coordination
between AUC Headquarters, AMISOM, UNSOA and partners
2. A Somalia desk will have been established and a detailed programme for the
development of guidelines related to all aspects of PSO activities will have been
implemented
3. An AMISOM lessons learned workshop will have been conducted, and actions for
improved conduct of the mission, and improved AUC Headquarters oversight and
support of the mission, will have been identified
