EC Framework Contract: "Framework contract for Multi-country thematic and sector evaluations studies, regional/country level evaluation studies, synthesis and analysis in the area of EC external cooperation"

Description:
1. INTRODUCTION
In the framework of its external co-operation with Partner Countries, the European Commission is planning to conclude a multiple framework contract, with reopened competition for every specific contract, covering all kinds of evaluation studies (ex post, on going, ex-ante, impact assessments or combination of them) and related services, sub-divided into 4 different Lots as indicated in the Contract Notice as well as in section 3 herein after.
To that end, an open tender procedure is applied where any economic operator who is interested may submit a tender.
2. PURPOSE AND CONTEXT OF FRAMEWORK CONTRACT
The purpose of this Framework Contract is to supply the European Commission services and more in particular the Joint Evaluation Unit for External Cooperation, with independent evaluation expertise on the area of EC external cooperation.
The Joint Evaluation Unit's mission is to ensure the evaluation of the results of sectoral or thematic, regional or country policies, of programs and of programming performance, and is actually common to the Directorates General Development, External Relations and EuropeAid, and located at EuropeAid.
It covers all geographical regions and the corresponding EC external cooperation programs: Africa, Caribbean and Pacific Countries (ACP), Mediterranean Region (MED), Asia (including Central Asia) and Latin America and Eastern Europe.
It manages geographical (country and region) and sectoral/thematic evaluations, such as health, education, transport, etc. It deals with evaluations of instruments e.g. sector-wide approach, budget support, or channels for delivery of aid e.g. development banks, UN Agencies, Non-State Actors, etc.
It ensures the development of the instruments allowing judgment of performances of the external policies.
To ensure these evaluations, the Joint Evaluation Unit developed specific and appropriate methodology and instruments enabling it to judge the performance of external aid programmes and policies. The Framework Contract should ensure that the Joint Evaluation Unit will be supplied –in a flexible way- with the full range of services that are needed to respond to its mission statement.
It should be noted that, as a result of the organisation of the evaluation matters, demand for evaluation expertise under this Framework Contract may also come from the European External Action Service, EEAS services, or other Commission services in the area of external cooperation, especially from EU Delegations in Partner Countries.
3. THE SUBJECT AND DURATION OF THE FRAMEWORK CONTRACT
The evaluation-related services will be provided on the basis of Requests for services laid down on specific formulated Terms of reference and contracted through Specific contracts, after a reopened competition between the Framework Contractors.
The European Commission wishes to conclude this framework contract for a period of two years, which can possibly be renewed once for another 2 years, with an estimated maximum budget, for all 4 Lots together, between 4 to 9 million Euros per year. It covers all kinds of evaluation studies (ex post, on going, ex-ante, impact assessments or combination of them) and related services, allocated into 4 different Lots:
Lot 1: Multi-country evaluation studies of economic sectors/themes of EC external cooperation
Lot 2: Multi-country evaluation studies on social/human development issues of EC external cooperation
Lot 3: Evaluation of EC geographic cooperation strategies with "ACP" countries/regions.
Lot 4: Evaluations of EC geographic cooperation strategies for Asia, Latin America, and the Neighbouring countries.
