Description:

Framework contract EuropeAid/123314/C/SER/multi, is a Multiple framework contract with regard to external aid, covering 6 lots, for fast and transparent recruitment of expertise aimed for operations in favour of the European Commission or the European Commission and beneficiary countries, which in view of their homogeneity and repetitive nature require a specific contracting instrument.

In operational terms, experts can be available or an event/conference can be organized within 17 days (out of which 14 days for the framework contractor to make offer) from the moment the request was launched. In administrative terms, it is a multiple framework contract, i.e. made up of separate contracts, concluded on the same terms with different service providers.

 

Content of the Framework Contract Commission:

The Framework Contract Commission consists of 6 lots corresponding to 6 types of services and/or technical fields:

  Lot 1: Drawing up terms of reference and/or assessing tenders

  Lot 2: Assessing calls for proposals

  Lot 3: Conference organisation

  Lot 4: Studies, assessments and presentations

  Lot 5: Trade, businesses and regional economic integration

  Lot 6: Training and course materials for distance learning


Scope:

The Framework Contract Commission 2007 covers only the operations:

  • Financed on external aid funds, even if implemented by a Commission DG other than EuropeAid;
  • That are in exclusive interest of the European Commission or in the mixed interest of the Commission and of the beneficiary country/authority. The Commission and/or a Commission delegation must always be identified as one of the beneficiaries in the specific ToRs;

The contractual provisions do not foresee any limit to the individual assignment duration or to the Specific contract amount except for the lot 2 (the Specific contract amount is limited to 500. 000 €). However, when the FWC COM 2007 is used for an action financed by an operational budget line, its use must follow the following rules spelled out in the Practical guide (PRAG):

  • The total amount of the operation is less than 200 000 €
  • The number of days worked by the expert providing the longest input does not exceed 260 days
  • The implementation period of the operation does not exceed 2 years (730 calendar days)

 

Framework Contractors:

3 contractors have been selected for each lot. Most of these are consortia, represented by a lead firm. The lead firm has been designated by the other partners to act on their behalf for the purposes of the contract and is the only one authorized to commit the consortium. The only valid contacts for contractual purposes are contacts with the lead firm.

All the framework contractors retained are ad hoc consortia. They have no legal existence outside the FWC COM 2007. Consequently, they cannot be used for any contract award procedure other than the FWC COM 2007. Version 1 – June 2007
