Description:

The Framework Contract EuropeAid/127054/C/multi is an instrument for fast and transparent recruiting of experts for activities in the sole interest of the beneficiary countries/authorities of the European Commission’s external aid programmes.

In operational terms it means that experts can be available within 17 days (14 days for the framework contractor and 3 days for the contracting authority) at the earliest of issuing the request. In administrative terms, it is a multiple framework contract, i.e. made up of separate contracts, concluded on the same terms with different service providers.

Multiple Framework contract with reopened competition at the level of each assignment. The specific contract for an assignment can be either global price or fee-based.

The objective of the multiple Framework contract is to provide short-term operational services, mainly on the spot for the exclusive benefit of third countries receiving external aid (Central and Eastern Europe, Balkans, New Independent States, Latin America, Asia, Mediterranean countries, Africa, Caribbean, Pacific). The technical domains covered are given below.

The Framework contract will be concluded with several successful tenderers per lot. For each individual assignment, several Framework contractors within the relevant lot (minimum 4 up to all the Framework contractors of the lot) will be invited to submit an offer. The Contracting authority will choose the offer with best value for money for the assignment on the basis of the technical quality of the offer and the price of the services.


Content of the Framework Contract Beneficiaries:

The Framework Contract Beneficiaries consists of 12 lots corresponding to 12 technical fields:

Lot 1: Rural development

Lot 2: Transport and Infrastructures

Lot 3: Telecommunications and Information technologies

Lot 4: Energy and Nuclear safety

Lot 5: Conferences

Lot 6: Environment

Lot 7: Governance and Home Affairs

Lot 8: Health

Lot 9: Culture, Education, Employment and Social

Lot 10: Trade, Standards and Private sector

Lot 11: Macro economy, Statistics and Public finance management

Lot 12: Humanitarian Aid, Crisis Management and Post-Crisis assistance

 

Expertise common to all lots. As a minimum, the expertise is required to cover the entire project cycle:

a) Programme / project identification and preparation / formulation,
b) Programme / project implementation,
c) Preparation of Terms of Reference (services) and technical annexes (works, supplies) and evaluation of offers (Procurement),
d) Evaluation of grant proposals (only for lots 1, 6, 7, 8, 9, 10)
e) Evaluations (ex-ante, interim, ex-post etc.), monitoring as well as a number of horizontal aspects:
f) Cross-sectoral policies and reforms,
g) Macroeconomics,
h) Public financial management,
i) Legislation, regulations and law enforcement,
j) Approximation of legislation,
k) Institutional building,
l) Training and research,
m) Awareness-raising, (incl. information and communication).
